ROC USA supports more than 325 ROCs in 21 states, providing $300M+ in community financing.

David Doyon, CFO (Part-Time)
David has more than 30 years of financial management experience and has been in the MHC business for 15 years. He has a strong background in financial reporting, consolidation accounting and international financial reporting standards and extensive experience in entity capitalization, lender compliance and reporting and forecasting.

Jessika Preston, Senior Director of Acquisitions & Asset Management
Jessika has been an owner and operator of manufactured home communities and commercial properties since 2017. She has a strong background in manufactured housing ops, infill, and infrastructure work. Jessika has a passion for connecting with residents and community owners.

Rutledge Simmons, Chair
Rutledge is Vice President and General Counsel at NEO Philanthropy, a funder intermediary strengthening social justice movements for more than 40 years. Rutledge is an Executive Officer with more than 20 years of experience in-house and at law firms in matters such as commercial transactions or initiatives related to acquisitions, investments, housing development, intellectual property, litigation management, employee relations, contracts, government relations and board governance.

Kim Capen
Kim Capen has lived in Medvil Cooperative, a Resident Owned Manufactured Home Community in Goffstown, N.H., for about 20 years, serving as Treasurer, President and Operations Director. Kim served six years on the ROC USA and ROC Association Boards, where he continues to serve today. He has also served on the Board of the NH Community Loan Fund and as interim President of Manufactured Homeowners and Tenants Association in NH. Kim has worked in real estate and many years in the restaurant industry.

Sal is Assistant Vice President for Private Equity at Canyon Partners LLC, a value-oriented special situations investor and provider of bespoke financing solutions across corporate credit, structured credit, and real estate. He is a seasoned real estate investment professional with more than $1 Billion in transactional experience. Sal’s expertise includes financial analysis, quantitative analytics, capitalization, financial modeling, and multi-family properties.
